Relentlessly Advocating For Scope Of Practice

OPA launched a letter-writing advocacy campaign, enabling members to show their support. In just one month, over 200 people signed our Scope of Practice letter and sent it to Premier Doug Ford and Minister of Health Sylvia Jones.

On May 8, 2025, President Courtney Bean joined Isaac Taylor, Physiotherapist, to meet with Premier Ford and Minister of Health, Sylvia Jones, to talk about the essential need to implement physiotherapists ordering diagnostic imaging and lab tests to support patient access to the care they need and reduce red tape in the health care system.

Advocating for more Physiotherapists in Team-based Primary Care

OPA responded in full force to the Primary Care Action Team’s announcements in 2025 to showcase how adding physiotherapists to primary care teams can directly increase patient attachment rates, the major priority of the Ontario government’s strategy. OPA supported organizations applying for funding to expand teams by providing evidence-based information on the roles of physiotherapists.

Scope of Practice Survey 2024

OPA conducted a survey of physiotherapists in the fall of 2024 to learn about attitudes and readiness for the implementation of ordering diagnostic imaging and laboratory tests.

An overwhelming response from over 1,000 physiotherapists demonstrated the profession's unity and readiness for change.

The survey was part of a collaborative update with the College of Physiotherapists of Ontario to the Ministry of Health on past submissions on scope of practice changes.

Advocacy

Integrated Community Health Service Centres (ICHSC) Advocacy 

Advocating to ensure that physiotherapy and rehabilitation is appropriately funded for patients who are undergoing hip and knee replacements in the community.

Presentation to the Standing Committee on Finance and Economic Affairs

On May 27, 2025 OPA’s CEO, Sarah Hutchison, presented to the Standing Committee on Finance and Economic Affairs about Bill 2, Protect Ontario Through Free Trade Within Canada Act, 2025. Outstanding regulations for Scope of Practice must be implemented to ensure that Ontario is reducing barriers to enhance labour mobility, which creates a practice environment that will attract and retain physiotherapists in Ontario.

Leading Health System Advocacy

Engaged Ontario Health senior leadership and the Ministry of Health and others to promote innovative solutions addressing health system capacity. Highlighted the value of physiotherapy in hospitals, primary care, home care, private practice, and beyond.

Auto Insurance Advocacy 

OPA responded in detail to the Financial Services Regulatory Authority of Ontario’s (FSRA) review of health service provider guidelines and frameworks. We solicited member feedback on each issue, and our response focused on reducing red tape, advocating for fair compensation, and reducing regulatory redundancy.

Feedback on Updated Standards of Practice

As the College of Physiotherapists of Ontario continues to review and update the Standards of Practice to respond to changes in the healthcare landscape and have consistent practices across Canada, OPA continues to provide feedback as each standard is open for consultation. Some of the Standards reviewed in 2025 so far include: Documentation; Funding, Fees and Billing, Advertising and Marketing.

Improvements To WSIB

We continue to work with WSIB to address the issues that impact how our members deliver care: advocating for program improvements, changes that enable efficient practice, and for fees that keep pace with practice and inflationary pressures.

Community

Supporting Internationally Educated Physiotherapists 

We are focused on how to engage internationally educated PTs in their professional association provincially and nationally. We have been proactive in advocating for improved registration pathways and access to the resources needed for successful and sustainable entry to practice in Canada. OPA regularly engages with the Ontario Internationally Educated PT Bridging Program.

Community

Building Inclusion and Diversity

At InterACTION 2025, OPA provided pronoun pins to attendees as a way to promote awareness of inclusive practices, which can also be applied in clinical settings, and to implement best practices for collecting demographic information. Attendees could pick up a pin of their choice, rather than sharing personal information during the registration process.

Position Statement on Jordan’s Principle

OPA developed a position statement on Jordan's Principle, a national program to ensure access to services for First Nations children, that calls for reducing systemic barriers that prevent access to physiotherapy services, building culturally safe service delivery with collaborative community co-design, ensuring continuity of care through longer-term contracts with trusted partners, and more.

Submission on Changes to Provisional Practice Class

OPA consulted members, and especially students, to inform our response to the proposed changes to the College of Physiotherapists of Ontario’s General Regulation that would remove the Provisional Practice Class. OPA’s statements also highlighted the role of temporary or provisional practice in other professions to support continued learning and connection to the Canadian context of healthcare settings, and were thoughtfully considered by CPO.

The 2024 Fee Guideline represents a significant step in providing updated guidance and benchmarks on fair and reasonable billing for physiotherapists, based on the current market rates. This guideline is the foundation for OPA's ongoing fair compensation advocacy and is a key tool for discussing with service funders appropriate market rates for physiotherapy services, as well as coverage and reimbursement rates.
